Lui studied social work at a university. In the 2015 local elections, Lui, an advocate of achieving federalism by amending the Basic Law and anti-independence candidate,[1] failed to challenge pro-Beijing incumbent in the Upper Ngau Tau Kok Estate constituency. The next year's legislative election resulted another defeat for Lui after receiving only 0.13% of total votes in New Territories West constituency.[2] Months before the election, Lui founded the Christian political group Christians to the World.[3]

In July 2017, a week after the death of Nobel Peace Prize laureate and Chinese dissident Liu Xiaobo, Lui read out "Charter 08" signed by Chinese human rights activists and a work by Liu on Lo Wu Bridge, the border crossing between Hong Kong and China. After allegedly took across the border by Shenzhen police from Hong Kong, he was briefly detained by the Chinese authorities in Shenzhen before his release.[4] He was also temporarily detained at Taiwan airport before being permitted to enter to join protests against Taiwan's relaxation of labour regulations.[5]

Liu is known for filing judicial reviews challenging Hong Kong Government with "king of judicial reviews" Kwok Cheuk-kin.[6][7]

During the 2019 G20 Osaka summit which was held during the early stage of 2019 Hong Kong anti-extradition bill protests, Lui protested outside the meeting venue and jumped into the sea in support of Hong Kong demonstrators while holding a banner reading "no China extradition".[8] He later ran in the local election for Shing Fuk constituency in November 2019 after joining localist electoral alliance "North District Blueprint", only to lose due to vote splitting within the pro-democracy camp.[9] Just a day before the voting, Lui was arrested for obstructing officers removing posters on Lennon Wall, a space for democracy supporters to express freedom of speech.[10]

Lui was attacked in 2020 by government supporters.[11] In the pro-democracy primaries later that year, Lui joined the race but failed to win enough votes to secure nomination for the general election. Nevertheless, he was arrested in 2021 and later charged with subversion along with other Hong Kong 47 defendants over his participation in the primaries. He was the first four defendants released on court bail.[12]
