After studying at Diocesan Boys' School (DBS), Fung read a Bachelor of Journalism at Hong Kong Baptist University. In 2018 he established a community group for Kowloon City District to work on improving livelihood.
During the 2019 anti-extradition bill protests, Fung and Nilk Wu, another graduate of DBS, co-founded DB Channel, an online outlet focusing on in-depth reports of demonstrations on street.[1] In the same year of 2019 Fung joined the local election for Lung Shing constituency but was narrowly defeated by pro-Beijing incumbents.[2] A year later, he became the convenor of newly formed political group Peninsular Commons and ran in the pro-democracy primaries with Lee Hin-long, a district councillor and spokesman of the group. Despite failing to secure the nomination for the legislative election in the primaries, Fung put his name forward in the now-cancelled general election after multiple pro-democracy candidates were disqualified.[3]
Fung was arrested in January 2021 and later charged with subversion over his participation in the primaries. His bail application was denied after a national security judge said Fung "shown himself to be persistent in promoting and spreading subversive ideologies" and DB Channel "served as a platform calling for sanctions" and "gathering support on the international front".[4] DB Channel had shut operations in Hong Kong in 2021 after bail denied.[5] Co-founder Wu criticised the decision for quoting articles not written by Fung as an attempt to frame Fung for sedition.[6]
