From Ottoman Turkish ملتجی‎ (mülteci), from Arabic مُلْتَجِئ‎‎ (multajiʾ), active participle of اِلْتَجَأَ‎ (iltajaʾa). Despite the apparent suffix -ci, the entire word is from Arabic.
