Potentially derived from a compound of haar (sandy ridge) and lo (light forest) and berg (hill, elevated place). An alternative hypothesis posits a derivation from Proto-Germanic *halu- (sloping) and berg. The name was chosen by vote by local history organisations from the municipalities which fused to form the new municipality.
