Etymology

Compound of (shi, doing, the 連用形 (ren'yōkei, continuative or stem form) of verb する suru “to do”) + 上げる (ageru, to raise up; to bring to an end).[1] Derived via regular historical processes from older 仕上ぐ (shiagu), a 下二段活用 (shimo nidan katsuyō, lower bigrade conjugation) verb.[1][2]

Compare the English expression to do something upto do something thoroughly.

The kanji for the first character is an example of phonetic ateji.[1]
