Norberto de la Mata

Norberto Javier de la Mata Barranco (February 9, 1962) is a Spanish lawyer, legal scholar and university full professor.

He has been the Vice Dean of the Faculty of Law of the University of the Basque Country (UPV/EHU). Previously, he held the position of Magistrate (substitute) in the Provincial Court of Biscay, as a criminal judge.

Early life and education

He got the licenciate degree in Law with Honors from the University of Deusto in 1986. He later completed postgraduate studies at the University of Freiburg in Germany. He received his PhD in Law cum laude from the University of the Basque Country in 1992. He later obtained a licenciate degree in criminology from the University of Murcia in 2008.

Career

He entered as an associate professor of criminal law at the University of the Basque Country in 1990. In 1993 he became a full professor of criminal law. In 2009 he became a university full high professor (catedrático) in the branch of criminal law.

He has worked as an advisor to the Spanish Agency for International Cooperation and the United States Agency for Development. He has visited as a visiting researcher universities such as Munich, Frankfurt, Berkeley, New York, Buffalo, FIU, Paris I, Paris II, Firenze, Trento or Buenos Aires.[1]

Between 1995 and 2000 he held the position of Magistrate (substitute) in the Provincial Court of Biscay, as a criminal judge. As a lawyer, he joined the Biscay Bar Association in 1990. Between 2009 and 2014 he was lawyer (of counsel) responsible for criminal matters at the Spanish law firm Barrilero & Asociados.[2]

He is member of the International Association of Penal Law since 1990. He is also a member of the Spanish Association of Professors of Criminal Law and he was the chairperson of the association since its inception.[3][4] He was the director of the Department of Public Law at the University of the Basque Country. Currently he is the Vice Dean of the Faculty of Law of the University of the Basque Country (UPV/EHU).

He is the author of ten books and more than fifty scientific articles specialized in criminal law. As a legal scholar he is specialized in criminal law and specifically in tax, patrimonial and socioeconomic crime, environmental and urban crime, crime against Public Administrations, computer crime, business crime and criminal principles and individualization of the penalty.

He also collaborates in Spanish leading newspapers such as El País.[5][6]
